Russia aims to use a “traditional values” policy to prepare the population for a prolonged war

The Kremlin is preparing the institutionalisation of a “traditional values” policy, considering the creation of a permanent interagency group to systematically promote this narrative in the Russian information space.

This was reported by the Foreign Intelligence Service (SVR).

“Formally, the initiative is presented as an attempt to create a ‘family-oriented environment,’ but the set of planned tools points to further strengthening of ideological control,” the SVR emphasises.

From 1 March 2026, a ban will come into effect on the distribution of films that allegedly discredit “traditional values”: they will not receive distribution certificates, will be removed from major online platforms, and penalties are envisaged for their dissemination. In parallel, from the 2026/2027 school year, a subject called “Spiritual and Moral Culture of Russia” will be introduced in schools, and universities plan to digitally test students for conformity with the state’s ideological positions.

“This institutionalisation of a ‘values’ policy is part of a broader domestic political strategy: through a moral and ideological agenda, the authorities aim to consolidate society, increase loyalty to the decision-making centre, and at the same time strengthen control over the information environment. Shifting the focus from economic difficulties to cultural conflicts also reduces political risks for the Kremlin,” the intelligence service notes.

The SVR adds: “In the foreign policy dimension, institutionalising this doctrine frames the war against Ukraine as a long-term civilisational confrontation with the West. This framework expands the authorities’ ability to justify high military expenditures, further restrictions on civil liberties, and the reallocation of resources in favour of security structures, turning ideology into a tool of governance in conditions of protracted confrontation.”

It is worth noting that Russia controls most of the political content in the German-language segment of Telegram. According to investigations by The Insider and Novaya Gazeta – Europe, pro-Russian narratives are spread by an extensive network of channels linked to the media holding RT.
