Russia may be laying the groundwork for a potential military operation against the Chernihiv region from the north. Analysts suggest that Moscow may use claims of alleged Ukrainian military activity near the border to justify a further buildup of its forces.
Analysts have drawn attention to statements by Russian security officials, who reported an alleged intensification of Ukrainian Armed Forces’ reconnaissance activities in the border areas of the Chernihiv region.
According to the Russian side, the Ukrainian military is allegedly using Western drones for this purpose.
The ISW believes that the Kremlin may use such claims as a justification for strengthening the Russian military presence along the Ukrainian-Belarusian border.
According to American analysts, Moscow could potentially use this narrative to justify preparations for an attack on the Chernihiv region or even a partial mobilization.
At the same time, the Institute for the Study of War emphasizes that there is currently no concrete evidence that Russia is preparing an imminent offensive in northern Ukraine.
Analysts suggest that Russian authorities may be laying the necessary informational groundwork in advance by accusing Ukraine of allegedly stepping up military activity near the border.
This approach could allow the Kremlin, in the event of further troop movements or an increase in troop numbers, to present these actions as a “necessary response” to Ukraine’s activities.
First and foremost, this concerns a possible buildup of Russian forces near the Ukrainian-Belarusian border.
At the same time, the ISW report notes that on September 3, no significant activity by Russian troops was observed on Belarusian territory.
Thus, analysts do not currently confirm preparations for an imminent offensive from the north, but they draw attention to Russia’s possible efforts to lay the informational groundwork for future military buildup in the area.

Russian troops may be preparing for a future offensive in the Huliaipole direction. According to the ISW’s assessment, the occupying forces are moving engineering equipment from Mariupol toward Huliaipole and constructing concrete fortifications.
Earlier, the Russians struck a mine in the Dnipropetrovsk region.
As a reminder, Russian forces carried out 30 strikes on the Sumy region over the past 24 hours.
Russian strikes on the Kyiv region injured four people.
Earlier in the day on August 30, Russian troops attacked Kyiv with strike drones. Explosions were heard in the capital, and air defense forces engaged enemy targets.
