Russia tops Global Peace Index 2025 as the least peaceful country
According to the 2025 Global Peace Index (GPI), Russia has been officially recognized as the least peaceful country in the world, ranking last at 163rd place. Ukraine, due to the ongoing full-scale war and its consequences, is ranked second-to-last.
The report explains that Russia’s low ranking is primarily due to its invasion of Ukraine.

Analysts identified critical declines in Russia’s indicators caused by:
- High militarization: unprecedented increases in military spending.
- Death toll: significant fatalities resulting from armed conflicts.
- Internal security: the war negatively affected stability within Russia itself.
In contrast, the most peaceful countries remain those with high social stability and no involvement in external conflicts. The top three most peaceful nations in 2025 are Iceland, Ireland, and New Zealand.
The Global Peace Index annually assesses global peace based on 23 indicators, including levels of violence, crime rates, defense expenditures, and participation in international conflicts.
