Russians are complaining en masse about problems with obtaining foreign passports
Residents of Moscow and a number of other regions in Russia have been unable to schedule an appointment to submit documents for foreign passports for nearly a month. The Russian Federation’s government services portal has long had no available “appointment slots,” making it virtually impossible to obtain a passport through the normal procedure.
Official representatives of the Russian government are currently refraining from explaining the reasons for this disruption. At the same time, speculation is circulating in the Russian media that the artificial restrictions on passport issuance may be linked to preparations for a new wave of mobilization measures, although there is no evidence to support this theory.

Earlier, Ukrainian President Volodymyr Zelenskyy stated that Russia is preparing a new wave of mobilization involving at least tens of thousands of people. According to him, the situation was discussed during a detailed meeting on defense issues. The head of state also heard reports from Commander-in-Chief of the Armed Forces of Ukraine Oleksandr Syrskyi and Chief of the General Staff Andriy Gnativ.
This fall, Russia may announce another mobilization amid the difficult situation on the Ukrainian front, the failure of the winter-spring offensive, and significant losses. This was stated by State Duma Deputy Andriy Gurulov, who linked the possible decision to Russia’s military setbacks in the war against Ukraine.
