FSB agents who were planning a terrorist attack in downtown Kyiv were detained

The Security Service of Ukraine and the National Police detained two agents of the Russian Federal Security Service (FSB) who were planning to blow up one of the administrative buildings in central Kyiv and attempted to flee to Russia. 

A joint law enforcement operation prevented a large-scale terrorist attack and blocked the perpetrators’ escape route

According to the investigation, the suspects planted a homemade incendiary device designed to ignite and detonate a generator unit near the administrative building. 

They planned to activate the device remotely while en route to Belarus, through which they intended to flee to Russia.

It was established that after planting the device, the agents boarded a passenger train bound for the Chernihiv region. 

From there, they planned to illegally cross the border via the river using an inflatable boat. Law enforcement officers uncovered the perpetrators in advance, documented their crimes, and detained them on the train.

According to the case file, the terrorist attack was being planned by Kyiv residents recruited by the FSB. One of them is a conscript who deserted his military unit without authorization; the other is a marketing specialist from the capital. 

Both suspects came to the attention of Russian intelligence agencies through Telegram channels where they posted comments in support of the Kremlin regime.

If they carried out the mission, the Russians promised to evacuate the agents to Russian territory and subsequently employ them within the FSB. 

To carry out the terrorist attack, the agents received instructions from Russia on how to make a homemade incendiary device, which they planted under a generator in the Shevchenkivskyi district of the capital.

According to the enemy’s plan, the explosion of the technical equipment was intended to cause significant fire damage to a neighboring administrative building. The agents also installed a concealed phone camera with remote access for the FSB across from the site of the planned terrorist attack. 

To destroy the physical evidence, the suspects rigged it with a second explosive device, which they planned to detonate after the generator exploded.

During searches, authorities seized smartphones from the detainees containing evidence of their activities against the state, as well as an inflatable boat intended for illegally crossing the state border. It was established that prior to carrying out this terrorist attack, they had conducted a series of test operations. 

In particular, the perpetrators set up a cache of weapons and ammunition in a wooded area on the outskirts of Kyiv and sent the geolocation coordinates of the cache to the FSB for further use in subversive activities.

In addition, a military officer acting as an agent provided the Russians with data on military facilities, including one of the training grounds, the weapons located there, and the number of military personnel. 

The SBU took measures to secure Defense Forces locations that were of interest to the enemy and were within the agents’ area of operation.
