Denmark topped the list of the most expensive countries in the European Union

Across the 27 member states of the European Union, there remains a significant range in prices for everyday goods and services

Official data from the statistical agency Eurostat for 2025 show a significant difference in citizens’ purchasing power depending on their region of residence. 

The largest gap was recorded in the real estate sector, while food prices remained the most balanced.

Denmark turned out to be the most expensive country in 2025, where the cost of living was 40% higher than the EU average. Ireland and Luxembourg follow closely behind the leader in the high-price ranking. 

In these countries, the overall cost of living exceeded the European average by 36% and 32%, respectively.

At the opposite end of the spectrum were the countries of Eastern Europe, which made up the list of the most affordable regions to live in. 

Among the cheapest countries are Bulgaria, where the cost of the consumer basket is 37% lower than the EU average, as well as Romania and Poland. 

Romania’s figures stand at minus 35%, while Polish prices are 27% below the average.

An analysis of individual consumption categories indicates that rent and housing maintenance place the greatest financial burden on households. 

Housing costs, which are the largest expense category for European households, were 90% higher in Ireland than the EU average. 

In Bulgaria, however, they were 59% lower, making the country a leader in housing affordability.

At the same time, the basic necessities sector shows a completely different trend, indicating the gradual integration of domestic markets. 

The second-largest category of expenses—food and non-alcoholic beverages—showed the smallest differences among EU member states. This indicates that prices for basic goods are converging across the entire EU.

This is evidenced by Eurostat data.
