Estonian Experts Do Not Expect Russian Elections to Affect Estonia — ERR News
Estonian security and foreign policy experts do not expect the so-called elections to Russia’s State Duma — an aggressor state — to have a direct impact on Estonia. As ERR News reports, security expert Rainer Saks called the vote a domestic political event in Russia and said that no significant political changes should be expected.
Russia analyst Karmo Tüür also believes that the voting results will not change anything for Estonia. Riigikogu Foreign Affairs Committee Chair Marko Mihkelson called the process an imitation of elections and stressed that it does not lend legitimacy to the so-called Russian parliament.
Mobilization after the vote considered unlikely
Saks noted that changes in the Russian government are possible after the formation of the new State Duma, but he does not predict major political shifts. In his view, questions concerning the composition of the new government and possible mobilization remain open.
The expert saw no clear signs of a new mobilization in the near future, although he suggested that Russia’s military leadership may insist on another wave of it. In his assessment, such a scenario could become possible at the end of the year if Russia makes no progress at the front and Ukraine achieves military successes.

Tüür also doubts that mobilization will be announced in the short term. He noted that even more extensive recruitment of people would primarily mean sending them to war against Ukraine and would have no immediate significance for Estonia. At the same time, Mihkelson did not rule out an increase in the number of mobilized or recruited people, citing Russia’s losses on the Ukrainian front.
Attention to participation of Russian citizens in Estonia
Experts consider the participation in the vote of Russian citizens living in Estonia who have the opportunity to vote to be indicative. Mihkelson stated that participation in this electoral process demonstrates support for the war against Ukraine.
According to ERR News sources, the Russian authorities are holding elections that do not meet democratic standards in order to create an appearance of legitimacy and compliance with constitutional procedures. Saks also pointed out that through such processes the authorities try to understand the mood of the population and the issues most painful for it.
The so-called parliamentary elections in Russia lasted from September 18 to 20. This was the first such vote since the beginning of Russia’s invasion of Ukraine in February 2022.
