As part of the largest sanctions package against Russia since the start of the full-scale war, the European Union will impose restrictions on Belarusian oil refineries.
According to her, the new sanctions list includes more than 100 banks and cryptocurrency operators, more than 40 vessels from the “shadow fleet,” as well as several oil refineries in Russia and Belarus. In total, the package includes 218 sanctioned entities, including 50 defense companies, such as manufacturers of long-range drones.
Belarus has two oil refineries—the Mozyr and Novopolotsk refineries—which together are capable of processing up to 24 million metric tons of crude oil per year. In addition to meeting the country’s domestic needs, they supply petroleum products to the Russian market and other countries.
After the fuel crisis began in Russia, triggered by Ukrainian strikes on oil refineries, Moscow significantly increased its purchases of gasoline from Belarus. In June, shipments of Belarusian automotive gasoline to the Russian market exceeded 181,000 metric tons—three times more than in May.
Overall, during the first half of 2026, gasoline purchases from Belarus increased 20-fold, reaching 453,000 metric tons. At the same time, Kallas emphasized that the new package will not be the last, as the EU is already working on further sanctions.

Ukrainian President Volodymyr Zelenskyy statedthat an important turning point in the war is now unfolding for Ukraine. According to him, Russia no longer has the upper hand on the battlefield, and the main weapon remaining at Vladimir Putin’s disposal is ballistic missiles.
Ukraine has received political approval to produce Patriot air defense missile systems, but a technical phase must still be completed before production can begin. President Volodymyr Zelenskyy stated that Kyiv is already ready for this step, and now everything depends on the speed at which Ukrainian and American specialists can work.
