The EU has proposed a moratorium on hostilities in the Black Sea
The European Union is calling for a moratorium on attacks in the Black Sea to ensure the safe export of Ukrainian grain.
Kaja Kallas, the EU’s High Representative for Foreign Affairs and Security Policy, made this statement during a press conference following an informal meeting of EU foreign ministers in Wicklow.
According to the diplomat, Russian strikes on civilian grain ships could trigger another global food security crisis. She emphasized that although the European Union is actively facilitating grain exports from Ukraine via alternative land routes and supporting the development of storage infrastructure, none of these routes can fully replace the volume of maritime transport.

Ankara is exploring options to resume food exports and prevent a spike in global food prices due to the suspension of exports via the Black Sea. To this end, Turkey has intensified negotiations with Ukraine and Russia on establishing a new security mechanism in the transport corridor.
Russian strikes on Ukrainian ports and problems with maritime exports could jeopardize not only this year’s grain shipments but also the 2027 planting season. Due to difficulties in selling their harvest, farmers risk being left without sufficient funds for seeds, fertilizers, fuel, and other necessary resources.
