France will draw on Ukraine's experience in combating hybrid threats

France plans to draw on Ukraine’s experience in combating hybrid threats, particularly in the areas of cybersecurity and countering sabotage.

This was reported by the National Police of Ukraine.

The discussion took place during a meeting between Ukrainian and French police delegations on March 31. The parties focused on strengthening cooperation in the field of European security, combating organized crime, and countering hybrid threats from the Russian Federation.

The Ukrainian delegation was represented by senior officials of the National Police, including First Deputy Head Maksym Tsutsikiridze and Chief of the Criminal Police Andriy Nebitov. The French side was represented by officials from the Gendarmerie and the diplomatic mission.

Tsutsikiridze emphasized that cooperation has been ongoing since the first days of the full-scale invasion and has already yielded practical results. “French forensic experts worked in Bucha and Irpin, documenting war crimes,” he noted.

Nebitov added that transnational crime is on the rise amid the war, and digital platforms are increasingly being used for illegal activities: the sale of weapons and drugs, the exploitation of children, and recruitment for sabotage.

“In this regard, the parties agreed to strengthen information exchange, particularly through Europol channels,” the National Police reported.

The meeting took place on the anniversary of the de-occupation of Bucha—one of the key episodes in the documentation of Russian war crimes. The Ukrainian side emphasized its readiness to share practical experience in countering modern threats, gained during the war.

As a reminder, in Brussels, European Commissioner for Defense and Space Andrius Kubilius met with Ukraine’s Deputy Prime Minister for Recovery and Minister of Community and Territorial Development Oleksii Kuleba. During the meeting, the Ukrainian side presented a set of measures to protect critical infrastructure from Russian attacks. According to Kubilius, Europe has much to learn from Ukraine in this area.

The EU is ready to significantly increase aid to Ukraine if the war continues.

European Commission President Ursula von der Leyen held a telephone conversation with Ukrainian President Volodymyr Zelenskyy. The central topic was the blocked EU decisions regarding a €90 billion loan to Ukraine and the 20th package of sanctions against Russia.

Péter Szijjártó, Hungary’s Minister of Foreign Affairs and Trade, confirmed that Budapest has blocked the €90 billion EU loan to Ukraine.
