Japan rescues North Korean sailors after vessel accident — The Japan Times
Japan’s Coast Guard found three North Korean sailors after their vessel sank off the western coast of Shimane Prefecture. One more person is missing at sea. As The Japan Times reports, the case is rare because North Korean authorities requested international assistance to rescue their maritime personnel.
Search operation near the Oki Islands
The North Korean vessel sank on Thursday morning about 104 kilometers southwest of Nishinoshima Island in the Oki archipelago. At the time of the accident, it was being towed by a larger cargo ship.
North Korea’s rescue coordination center sent distress signals to South Korea, Japan and russia. In response, the Japan Coast Guard and the Korea Coast Guard dispatched search-and-rescue forces.
According to the South Korean side, the Japan Coast Guard found three sailors at 12:18 p.m. One of them was unresponsive and showed no signs of life. The Japan Coast Guard confirmed that the operation was conducted but did not disclose additional information about those rescued or further actions.

Repatriation issue
Japan and North Korea do not have diplomatic relations, so the return of the sailors may require a separate coordination mechanism. Before making a decision, Japanese authorities must establish the identities of those rescued, confirm their citizenship, assess their health condition and determine whether they wish to return to North Korea.
The author of the analysis notes that the embassies of the two countries in Beijing could be one possible communication channel. Among the possible ways of transferring the sailors, he names transportation to China, transfer at sea to a larger cargo ship, or the use of contacts with the North Korean delegation currently in Aichi Prefecture for the Asian Games.
In 2025, six North Korean fishermen rescued in two separate incidents near South Korea waited for repatriation for a long time. Communication channels between the United Nations Command and North Korean military personnel were then used to return them by sea.
