In the Odesa region, a company facing criminal charges was awarded a contract to protect infrastructure

A company implicated in a criminal investigation was awarded a contract to protect critical infrastructure in the Odesa region without an open bidding process. The case involves allegations of potential overpricing of the work and substandard performance of previous contracts. Law enforcement officials are investigating the circumstances surrounding the contract award and the contractor’s activities.

The Infrastructure Restoration and Development Service in the Odesa region signed a contract for the reconstruction of facility "118Sh" worth over 456 million hryvnias.

The procurement was conducted without an open tender, citing the need to protect critical infrastructure in the fuel and energy sector during martial law, the CPI writes, citing the Prozorro procurement system.

The contract was signed without an open tender, and the sole bidder was a company from Mykolaiv.

The winner and sole participant in the procurement was Bereg Trans Bud LLC, which offered to perform the work for the full expected amount. The contract with the company was signed on May 12, 2026.

The procurement was conducted through a non-competitive procedure in accordance with Cabinet of Ministers Resolution No. 1178.

The documents state that the work involves the construction and engineering-technical protection of critical infrastructure facilities in the fuel and energy sector.

The project will be funded from the state budget as part of the critical infrastructure protection program. The reconstruction is scheduled to be completed by February 11, 2027.

According to the YouControl analytical system, Bereg Trans Bud LLC was registered in Mykolaiv in 2021 and has a registered capital of three million hryvnias. The company is owned by Ruslan Boglayov, who also owns four other construction companies.

The Center for Policy and Reforms (CPR) notes that the company has earned over 677 million hryvnias from government procurement contracts, with over 465 million of that amount coming in 2026.

The company’s main clients include Mykolaiv Thermal Power Plant PJSC, Kherson Thermal Power Plant, the Kirovohrad Regional State Administration, the Beryslav City Council, and other institutions.

The company is also mentioned in criminal proceedings regarding the possible embezzlement of budget funds during the construction of a shelter for a lyceum.

"According to a ruling by the Znam'yanka City and District Court of the Kirovohrad Region, the case concerns a contract for the construction of a shelter for the 'Intellect' lyceum in Znam'yanka worth over 91 million hryvnias," the report states.

According to Prozorro data, the contract was signed on June 13, 2025, by the Department of Capital Construction of the Kirovohrad Regional State Administration and Bereg Trans Bud LLC.

The investigation established that during an audit of the design and cost estimate documentation, law enforcement officials discovered possible overpricing of certain materials and equipment in the cost estimate compared to market prices.

According to investigators, this may indicate a probable attempt to illegally misappropriate budget funds allocated for the construction of the shelter.

During an inspection of the site, law enforcement officers noted signs of substandard work on some sections and the likely failure to complete certain construction and installation works in full, which could have served as grounds for embezzling funds paid for work that was not actually performed.

The Pechersk District Prosecutor’s Office in Kyiv filed a lawsuit against the developer of a residential complex on Zaliznychne Shosse for non-payment of a share contribution.
