British Prime Minister Burnham Endorsed the Idea of a Written Constitution
British Prime Minister Andy Burnham has expressed support for the adoption of a written constitution for the country. Unlike most countries, the United Kingdom does not have a single founding document: its constitutional system is based on a body of laws, case law, and international treaties.
According to “European Truth,” citing Euractiv, Burnham, who took office as prime minister two weeks ago, has identified the decentralization of power in favor of regional authorities as one of his administration’s priorities.
Commenting on these plans, the prime minister stated: “Ultimately, I believe this will indeed lead to a new constitutional framework.” He also called for the creation of “a new, clear set of principles on how this country should be governed” and emphasized the need for a written constitution.

Burnam noted that the absence of a constitution deprives the regions of their powers in certain situations. “It’s wrong that people are forced to fight for fundamental things… and the absence of a constitution deprives the regions of their powers in such a situation,” he said.
One of the early advocates for codifying the constitution was Labour’s Gordon Brown, who served as Prime Minister of the United Kingdom from 2007 to 2010. Burnham served as a minister in his government. In 2015, after five years of considering options for codification, a parliamentary committee reported that there was no clear consensus. An attempt to codify the constitution will likely require a multi-year process of public debate and consultation.
