Shmyhal called the reform of the balancing market key to Ukraine's power grid

The government has identified the reform of the electricity balancing market as one of the priorities for energy sector reforms in Ukraine, as stated by Denys Shmyhal following talks with the World Bank. The government emphasizes that updating the market’s operating rules is an important step toward ensuring the sector’s stability and investment attractiveness.

Prime Minister Denys Shmyhal stated that reforming the electricity balancing market is one of the key elements of broader changes in the energy sector currently being implemented by the government. This issue, he said, is directly linked to the establishment of transparent market rules and the creation of clear conditions for domestic and international investors.

During the discussion with the World Bank, special attention was given to the fact that the energy sector requires not only technical modernization but also an update to its financial model, which will allow it to operate more stably and predictably. The government views the reform of the balancing market as a tool to reduce imbalances in the system and increase its efficiency.

Shmyhal emphasized that work is continuing in parallel on other areas—in particular, the corporatization of energy enterprises and the revision of tariff approaches. According to him, all these changes must be interconnected to ensure the sector’s long-term sustainability. “We are actively working on all fronts at the level of the Ukrainian government,” the prime minister noted, commenting on the current stage of reforms. This was stated by Energy Minister Denys Shmyhal following a meeting with World Bank representatives.
