A series of separate local ceasefire agreements could bring Ukraine and Russia closer to a final peaceful settlement. Specifically, this involves a mutual cessation of attacks on energy infrastructure, hospitals, and other civilian targets.
According to Matthew Whitaker, the U.S. Permanent Representative to NATO, attempts to negotiate a complete end to the war have currently reached an impasse, as the parties are trying to improve their positions on the battlefield and are preparing for the winter.
The diplomat noted that Russia expects to achieve results this winter if its strategy succeeds. In this regard, Washington sees an opportunity to break the deadlock in negotiations through phased agreements on specific types of targets, which will subsequently allow progress toward a broader settlement.
