This proximity is no coincidence: first, the country declared its independence, and the very next day, it established the foundations of its state structure.

What Happened on August 18, 1945

The story of this day began even before the declaration of independence. In 1945, Indonesian politicians and public figures worked to lay the foundations for the future state. After the end of the Japanese occupation, the question arose as to how an independent Indonesia should be organized. Special bodies were tasked with preparing state institutions and the constitution, notably the Badan Penyelidik Usaha-Usaha Persiapan Kemerdekaan Indonesia (BPUPKI)—a committee dedicated to preparing for independence. Later, its work was continued by the PPKI—Panitia Persiapan Kemerdekaan Indonesia, or the Preparatory Committee for Indonesian Independence.

On August 17, 1945, Sukarno and Mohammad Hatta proclaimed Indonesia’s independence. The very next day, the PPKI held a historic session at which the 1945 Constitution was adopted. That is why August 17 and 18 in Indonesian history are, in fact, two parts of a single great process—the creation of an independent state.

The initiative to officially establish such a date gained momentum in 2008. On August 12 of that year, representatives of the Lembaga Kajian Konstitusi, an institution dedicated to researching constitutional issues, met with the leadership of the People’s Consultative Assembly and proposed establishing a separate Constitution Day.

The idea was supported by representatives of the MPR, the DPD, and other civil society and government bodies. Following this, President Susilo Bambang Yudhoyono issued Decree No. 18 of 2008. The document established August 18 as Indonesia’s Constitution Day. At the same time, the decree specifically states that this date is not a public holiday. The first official celebration took place in 2008. Since then, August 18 has been observed annually as an opportunity to discuss the Constitution, the state system, and citizens’ rights.

How Constitution Day Is Celebrated

One of the main organizers of such events is the People’s Consultative Assembly of Indonesia (MPR). Over the years, the program has included ceremonial sessions, seminars, public discussions, and educational events dedicated to the Constitution. For example, during the first celebration of Constitution Day in 2008, a national seminar, meetings, and intellectual competitions testing knowledge of the 1945 Constitution were held. In 1950, it was replaced by the Provisional Constitution. In 1959, the 1945 Constitution was reinstated.

  • The current Constitution has been amended. Four major sets of amendments were adopted between 1999 and 2002. They significantly altered the country’s political system and the rules governing the functioning of state institutions.
