Taqa does not transfer utility deposits to foreign accounts
Taqa, a utility company in Abu Dhabi, does not transfer security deposits to international bank accounts. Refunds are possible by bank transfer to a local account in the UAE or to the ADDC account of another property, The National reports.
The publication was contacted by an Abu Dhabi resident who is leaving the UAE and has already closed his local bank account. The landlord agreed to transfer the housing deposit to the tenant's account in his home country, but Taqa offered only two options: arrange a power of attorney for payment to a friend who is a UAE resident, or leave the funds until a possible return to the country as a resident.
Deposit refund
The standard deposit at Taqa, formerly known as ADDC, is 1,000 dirhams, or about $272. Such amounts are usually paid to utility companies and can be refunded after moving out of a residence. The deposit can also be transferred to another property.
The Taqa website states that deposits are refunded by bank transfer, either to the customer's account or to the ADDC account of another property. The company also offers the option of donating the deposit to the Emirates Red Crescent for local charitable work.

A properly executed power of attorney is required to transfer funds to a third party. If a person has closed their UAE account, does not want to pay for arranging a power of attorney and cannot open a new local account, the deposit may be lost.
Police clearance certificate
In another query, The National explained the procedure for obtaining a Dubai Police Clearance Certificate for former residents who have already left the UAE. An application can be submitted through the Dubai Police website or app. Copies of a passport, the most recent residence visa, a passport-size photo and an Emirates ID are required; cancellation of the identity card is not an obstacle.
If a person's identity cannot be verified online, a certified fingerprint card may be required. For an applicant outside the UAE, the certificate costs 300 dirhams, or $88, plus an additional fee of 20 dirhams. After the documents are checked, the standard processing time is three to five days, and a digital certificate with a QR code is sent to the registered email address.
