Tatyana Moskalkova has stepped down as the Human Rights Commissioner of the Russian Federation
The State Duma of the Russian Federation has officially approved Yana Lantratova’s nomination for the position of Human Rights Commissioner.
She replaces Tatyana Moskalkova, whose term ended upon reaching the maximum term limit for the position.
Russian lawmakers passed the corresponding resolution on Thursday, May 14, 2026. 301 deputies voted in favor of Lantratova’s candidacy, indicating full support for her nomination from the pro-Kremlin majority.
Tatyana Moskalkova headed the Russian Ombudsman’s Office for ten years, beginning in April 2016.
Under Russian law, no individual may hold this position for more than two consecutive terms.
Although her term legally expired in April 2026, she remained in office until a successor was appointed.
To the Ukrainian side, Moskalkova was known as the official coordinator of prisoner-of-war exchange processes.
For her activities during the full-scale aggression, she was subject to severe international sanctions.
In particular, the U.S. imposed restrictions due to her involvement in the illegal deportation of Ukrainian children from the occupied territories.
