Trolleybuses are expected to reach Lasnamäe in 2029
The Tallinn transportation company TLT has announced a tender for the design of trolleybus infrastructure on Laagna-tee. According to the current plan, trolleybuses are expected to reach the Lasnamäe district in 2029, ERR News reports, citing Postimees.
Toomas Hirve, head of TLT’s technical department, stated that the route will begin in the urban section of Laagna Road, where the zoo used to be located, and will run to the end of that road. New traction substations are planned to be built along the route. Sites for them have already been designated, but the substations themselves still need to be constructed.
According to Hirve, some of the work on this section was carried out back in the Soviet era, as there were initial plans to lay a tram line there. The trolleybus route is set to run to a site on Rahu-tee, where a vehicle parking area is already being designed.

The trolleybuses will be charged along Laagna tee, and if necessary, also at the new site on Rahu tee, where charging via a grid connection is planned. Toward the center of Tallinn, they will run on battery power along Gonsiori Street and through the city center. The next charging stop will be either on Sipruze Boulevard or on a new line planned for construction on Paldiski Road.
By 2029, TLT also plans to announce the procurement of another 60 trolleybuses. The company currently has 40 vehicles, and the fleet is expected to grow to 100 units in total. The city’s strategic documents also consider shorter local routes in Lasnamäe that will transport passengers to the main lines on Laagna Road. TLT’s new trolleybuses can travel short distances on battery power.
