The NATO Center in Riga has published a new report on Russian propaganda
The NATO Center of Excellence for Strategic Communications (NATO StratCom COE), based in Riga, has published a new report on the Russian propaganda system. The study is titled “Crisis, Control, Crusade” and focuses on the domestic communication strategies of Russia—the aggressor state.
In the report’s description, the center noted that Russia’s ability to maintain domestic support for a protracted war depends not so much on the content of individual messages as on a communication system that transforms uncertainty into a perception of strategic consistency.

NATO StratCom COE described this work as the center’s fourth consecutive study devoted to Russian domestic communication strategies. According to the center’s assessment, the Kremlin’s propaganda apparatus has evolved from a rigid hierarchy into an adaptive ecosystem capable of weathering shocks, testing narrative frameworks, and coordinating messages across different platforms.
The center also emphasized that understanding this system’s temporal vulnerabilities, its dependence on platforms, and its structural weaknesses is crucial for developing effective responses in the field of strategic communications. The report is available to read and download for free online.
