The EU–Moldova summit has begun in Brussels

The second EU–Moldova summit is taking place in Brussels on June 22, with the participation of European Council President António Costa, European Commission President Ursula von der Leyen, and Moldovan President Maia Sandu.

The European Union emphasizes that the summit is a key opportunity to reaffirm the strategic importance of Moldova’s European future and to strengthen the partnership between the parties.

A joint declaration by the leaders is expected to be adopted, summarizing the agreements reached and the next steps for cooperation.

During the event, a new framework agreement on research and innovation is scheduled to be signed, which provides for cooperation within the framework of smart specialization policies.

The EU also reaffirms its commitment to the gradual integration of Moldova into the EU’s internal market.

To support Moldova’s reforms and economic development, the EU has allocated up to 1.9 billion euros for 2025–2027 as part of a new growth plan.

EU leaders will assess Moldova’s progress in the areas of the rule of law and human rights, the fight against organized crime, and the alignment of legislation with EU standards.

The EU notes that Moldova has demonstrated a steadfast commitment to reforms despite external pressure.

The country was granted EU candidate status in June 2022, and negotiations officially began in June 2024.

The summit is placing special emphasis on energy security and supply diversification, digital transformation and the fight against disinformation, cybersecurity, and resilience to hybrid threats.

The EU also emphasizes that between 2021 and 2025, Moldova received 197 million euros through the European Peace Fund to modernize its armed forces.

The European Union reaffirms its unwavering support for Moldova’s sovereignty, security, and resilience in the face of ongoing hybrid threats and the impact of Russian aggression against Ukraine.

On June 15, 2026, the EU and Moldova, along with Ukraine, began negotiations on the first “Foundations” cluster as part of the EU accession process.

This was reported by the press service of the Council of the EU.

It should be noted that most of the time allotted for discussing Ukraine during the European Union summit was taken up by a discussion of contacts between Brussels and the Kremlin that had already taken place. 

Hungary initiated the removal of wording regarding Ukraine’s accelerated accession to the EU from the final declaration of the European Union summit.
