The German federal government has endorsed a decision to ban alcohol consumption by teenagers under the age of 16, even when adults are present. The decision has already been approved at the government level.

The new rules are intended to eliminate the practice that previously allowed minors to consume alcoholic beverages under the supervision of parents or other adults.

So-called “supervised alcohol consumption” will be banned in Germany to better protect young people from health risks and the development of addiction. The Cabinet approved the proposal put forward by Family Affairs Minister Karin Prien. The next step will be a debate on this issue in the Bundestag.

"The exception in the Youth Protection Act that allows 14- and 15-year-olds to consume or purchase alcoholic beverages when accompanied by parents or guardians will be repealed," according to the government’s draft bill on reforming child and youth welfare services.

This exception undermines “the protection of young people from the significant health and social consequences of alcohol consumption and thus contradicts the federal government’s goals of improving addiction prevention,” the authors argue.

As a rule, the legal age in Germany for consuming beer, wine, sparkling wine, or mixed drinks based on these beverages is already 16. Currently, an exception to this rule applies if young people are accompanied by their parents or guardians, as specified in Section 9 of the Youth Protection Act.

Other alcoholic beverages, such as spirits, may be sold or consumed only by adults, both now and in the future.
