The officer is suspected of abusing his official position during public procurement, specifically of potentially influencing decisions even after being removed from office.
The second suspect is charged with embezzlement of funds related to the execution of a contract under the program.
Both suspects were detained in February but were released without being held in custody after questioning. They deny any wrongdoing.
Law enforcement officials emphasize that such violations are rare but could undermine trust in the aid system for Ukraine. The investigation is ongoing.
