In Russia, company executives have begun preparing for the mobilization of employees
In Russia, company executives, accountants, and HR professionals have begun receiving training on how to carry out duties related to the mobilization of employees.
According to The Insider, in July, specialized business publications released a series of guidelines explaining to employers how to maintain military registration records, verify employees’ mobilization orders, respond to draft notices, and interact with military registration and enlistment offices.
The Insider notes that these publications appeared amid rumors of a possible new wave of mobilization, although legislation in this area has not changed significantly recently. Journalists speculate that the authorities may be shifting some of the responsibility for mobilization onto employers.
In particular, companies are being reminded of fines ranging from 40,000 to 500,000 rubles for violating military registration rules, specifically for failing to deliver summonses or failing to notify military registration and enlistment offices about employees subject to military service.
In addition, in June 2026, the Russian Prosecutor General’s Office tightened oversight of military registration procedures within organizations, and the liability of executives, HR managers, and accountants was made more stringent.
It was also previously reported that Russian companies and government agencies have sharply increased the number of job openings for specialists in military registration and mobilization preparation.
