In Russia, chicken owners came to government offices to register poultry — Euronews
In Russia, an aggressor state, after a government decree on the registration of domestic birds, camels and reindeer came into force, chicken owners began coming to public service centers with live birds. Videos showing queues, tickets and people with chickens near service windows circulated on social media, Euronews reports.
Social media users and bloggers mocked the situation, comparing it to Nikolai Gogol's satire about the absurdity of bureaucracy. Posts and videos also ironically speculated about possible certificates of poultry deaths and payments for the appearance of chicks.
Confusion at service centers
Multifunctional centers in Kabardino-Balkaria said on Wednesday morning that they would no longer register animals and advised owners to contact the regional veterinary authority. Later, Russia's Federal Service for Veterinary and Phytosanitary Surveillance clarified that animals do not need to be brought to institutions.
According to the service's explanation, a veterinary specialist must come to the farm, count the animals and assign them an identification number. For poultry, a number will be assigned to the entire flock rather than to each bird individually.

Who the registration applies to
As of September 1, registration became mandatory for farms keeping more than 10 domestic birds. The rule applies, in particular, to chickens, ducks, geese, turkeys, guinea fowl, quails and ostriches. Smaller farms must register their birds by September 1, 2029.
All camels and reindeer must be registered immediately. After that, animal data will be entered into the federal Horriot database, containing information on species, breed, color, sex, purpose and owner. Places where animals are kept must also be marked.
Failure to comply with the requirements carries a fine of up to 1,000 rubles for individuals, while commercial organizations face fines of up to 20,000 rubles and possible suspension of operations for 60 days. Russian authorities explained the creation of the registry by the need to monitor outbreaks of infectious animal diseases and verify the origin of agricultural products in the food chain.
