Norwegian government allocates €8 million for energy and healthcare projects in Ukraine

Norway will allocate NOK 93 million (approximately €8 million) to support Ukrainian and Norwegian companies in implementing pilot projects, according to a government statement.

The funding will focus on the development of renewable energy and the modernisation of pharmaceutical supply chains under the Nansen Programme.

Foreign Minister Espen Barth Eide said the Norad business support scheme plays a key role in reducing risks for investors. He noted that Ukraine is making ambitious investments in green energy, adding that it is “entirely natural” for Norway to contribute to these efforts.

Ukraine’s energy sector has sustained significant damage over four years of full-scale war, underscoring the urgent need to decentralise energy capacity. The funding will therefore support both the reconstruction of existing facilities and improvements in energy efficiency across national infrastructure.

Energy company DTEK will receive NOK 5.5 million to develop a 650 MW wind power project, which is expected to become operational in 2028 and help align Ukraine’s energy system with EU standards.

Pharmasoft will be granted NOK 6.5 million to establish a more flexible pharmaceutical supply chain, including the construction of a new warehouse meeting European logistics and industry requirements.

Norwegian firm Malthe Winje will invest NOK 24 million in restoring six small hydropower plants that are currently out of operation. Their rehabilitation is expected to strengthen energy security in regions heavily affected by Russian attacks.

The largest share of funding—NOK 57 million—will go to Fenix Repower AS for the construction of a new wind power plant. The facility is projected to generate 0.52 TWh of clean energy annually, supporting Ukraine’s long-term transition to European energy standards.

Separately, Norway’s opposition has called on the government to apply for EU membership. Germany and Norway have also agreed to finance Patriot air defence systems for Ukraine.
