In Italy, Education Minister Giuseppe Valditara stated that foreign students cannot achieve integration or academic success without actual mastery of the Italian language. He said this on September 21, 2026, during the ceremony opening the school year in Amatrice, ANSA English reports.
Integration of foreign students
Italian President Sergio Mattarella was also present at the event. Valditara said that he had repeatedly emphasized the need to integrate foreign students while taking into account all important aspects of this concept.

According to the minister, it is necessary to prevent all forms of discrimination and eliminate the causes of unacceptable marginalization, including linguistic ones. He also noted that particular attention should be paid to actual mastery of the Italian language, as without it, in his opinion, there can be no genuine integration, academic success or future in Italian society.
Meloni’s proposals
Valditara’s statement came amid a dispute over proposals by Prime Minister Giorgia Meloni. According to ANSA, they provide for limiting the number of foreign students in classrooms, banning burqas and other face coverings, as well as requiring Italian-language proficiency from parents of students who have difficulties with learning.
