Dar says India cannot unilaterally suspend Indus Waters Treaty — Dawn

Pakistan’s Deputy Prime Minister and Foreign Minister Ishaq Dar said at a meeting of the Organisation of Islamic Cooperation Contact Group on Jammu and Kashmir in New York, United States, that India cannot unilaterally suspend the Indus Waters Treaty. Dawn reports.

According to Dar, the treaty is a binding international agreement and contains no provisions allowing either party to unilaterally suspend it. He stressed that international obligations cannot be ignored when they become inconvenient.

Arbitration ruling

Dar referred to a ruling by the Permanent Court of Arbitration, which stated in August that the treaty between India and Pakistan remains in force. According to the publication, the court concluded that India had no grounds to terminate or suspend the agreement.

India announced the unilateral suspension of the treaty in April 2025. In May of the same year, India and Pakistan had a brief military confrontation. Dar said that the confrontation following the attack in Pahalgam demonstrated the consequences of the unresolved dispute over Jammu and Kashmir.

He also said that New Delhi’s unilateral actions regarding the treaty had created an additional dangerous dimension in relations between the two nuclear states. Dar called for long-standing political disputes to be resolved through dialogue, diplomacy and in accordance with international law.

Calls to the OIC

At a meeting on the sidelines of the 81st session of the UN General Assembly, Dar called on OIC states to maintain a common position at the UN and other international platforms on Jammu and Kashmir. He also asked the organization to demand that India reverse measures introduced since August 5, 2019, and ensure access to the region for OIC representatives, UN bodies, international media and independent observers.

Dar made a number of accusations against India concerning restrictions on political rights, the persecution of activists and journalists, and changes to the region’s demographic character. He reaffirmed Pakistan’s commitment to a just and peaceful settlement in accordance with UN Security Council resolutions and the wishes of Kashmir’s residents.
