Belgium's Foreign Ministry called the U.S. an unreliable ally during the Trump presidency, according to the Financial Times

The Belgian Ministry of Foreign Affairs has prepared an internal document stating that, under Donald Trump’s presidency, the United States can no longer be considered a reliable ally.

According to the report, the Belgian Foreign Ministry has developed a strategy to “calibrate” its interactions with Washington, which is intended to help protect the country’s interests without creating a reputation as a “hostile” state.

The document was prepared by the Department for American and Caribbean Affairs in late 2025.

The document calls for a “thorough reassessment of relations between the European Union and Belgium, on the one hand, and the United States, on the other.”

The authors of the document also note that the current political dynamics in the United States could jeopardize a number of critically important interests of Belgium and the European Union.

At the same time, the Belgian Ministry of Foreign Affairs believes that cooperation with the current U.S. administration must continue. Among the recommendations are establishing contacts with state leaders—both Republicans and Democrats—as well as with the mayors of major American cities.

The document also recommends continuing negotiations with the Democratic opposition, expanding contacts with the U.S. Congress, and “identifying new generations of nonpartisan elites who could play an important role in the future of America.”

The document also addresses defense cooperation separately. The authors believe that the Trump administration views the purchase of American weapons favorably, but at the same time, they recommend that Belgium increase its purchases of European military equipment.

The Belgian Ministry of Foreign Affairs emphasized that the document does not constitute an official state policy strategy.

A ministry spokesperson called it “an internal working document,” noting that its content “should be distinguished from the officially approved political strategy.”

Thus, the document reflects the approach of a specific unit within the Belgian Ministry of Foreign Affairs toward assessing relations with the U.S., while the country’s official position may differ from the recommendations set forth in this internal document.

Belgian Foreign Minister Maxime Prévot, speaking in New York, criticized U.S. President Donald Trump’s annual address to the UN General Assembly. According to the Belgian diplomat, the speech focused primarily on U.S. domestic policy rather than international issues.

In addition, Belgian Defense Minister Theo Franken stated that Brussels categorically rejects the possibility of transferring frozen Russian assets worth approximately 200 billion euros to Ukraine and has no intention of changing its position.
