In Russia, a proposal has been made to almost completely eliminate the state fee for marriage registration. The authors of the initiative believe that this will help increase the number of marriages, strengthen the institution of the family, and improve the demographic situation.
The bill was initiated by Dmitry Gusev, first deputy chairman of the State Duma’s Control Committee. He proposed reducing the state fee for marriage registration from 350 rubles to one ruble and has already submitted the relevant amendments to the Tax Code for the government’s consideration.
According to Rosstat, the number of registered marriages in Russia has fallen by about one-third since the early 2010s—from 1.316 million in 2011 to 880,000 in 2024. This is the lowest figure since 1998, excluding the pandemic year of 2020. At the same time, Rosstat stopped publishing statistics on marriages, divorces, and other demographic indicators starting in 2025.
In late June, Russian Deputy Minister of Justice Vadim Balanin stated that the growing number of couples living without a formal marriage and the high divorce rate pose a threat to national security and the country’s demographic situation. In his view, these trends are linked to the influence of so-called “Western values,” which “could undermine the foundations of statehood.”
