Russians killed 967 civilians with FPV drones; nearly 7,000 were injured
Since the start of the full-scale invasion, Russia has carried out more than 16,000 attacks using FPV drones against civilian targets and civilians, which has become a systematic tactic of terror in frontline areas.
According to Prosecutor General Ruslan Kravchenko, the highest number of such crimes has been recorded in the Kherson, Donetsk, Dnipropetrovsk, and Sumy regions.
The number of FPV drone attacks on civilians has risen sharply over the years:
2022–2023: 187 crimes
2024: 2,685 crimes (a 14-fold increase)
2025: 7,787 crimes (an almost threefold increase)
Since the beginning of 2026: 2,614 crimes
These attacks have killed 967 people (including 10 children) and injured nearly 7,000 (including 179 children). The enemy specifically targets medical personnel, rescue workers, police officers, utility workers, journalists, and volunteers, and has used the “double strike” tactic 43 times to target those who came to provide assistance.
Law enforcement agencies are documenting every incident to identify specific operators and commanders within the Russian Armed Forces in order to hold them fully accountable.

Russian occupation forces carried out yet another attack on the civilian population of Kherson. A video has surfaced online showing an FPV drone chasing an unarmed man in the Tavriyskyi neighborhood of the city.
In Kharkiv, a Russian military drone struck a gas station in the Shevchenkivskyi district of the city. The attack caused an emergency at the site of the strike.
