A contingency plan for providing heat to Kyiv residents will be developed this winter

Following the results of a tender, the Department of Housing and Municipal Infrastructure of the Kyiv City State Administration commissioned the Kyiv Regional Expert Center for Energy Efficiency to revise the “Kyiv City Heat Supply Plan for the Period Through 2030” for 49.49 million hryvnias. The services must be provided by December 26, 2026. The company was awarded the contract without competition, as no other bidders participated in the open tender.

The purpose of the revision is to increase the resilience of the city’s heat supply system amid Russia’s armed aggression against Ukraine and to adjust development priorities to ensure the reliable fulfillment of consumers’ heat energy needs by establishing backup heat production sources. 

This involves developing a backup plan to meet consumers’ heating needs based on zones of high-capacity production sources, updating data for planning the most sustainable and cost-effective heat supply, and enhancing resilience in the event of potential damage.

To participate in the tender, bidders were required to submit a similar contract for the development of a heat supply scheme for populated areas, confirm the availability of licensed software for thermal and hydraulic calculations of heating networks, and demonstrate annual revenue of at least 45% of the expected contract amount.

Earlier in 2019, the same department commissioned the “Kyiv Regional Expert Center for Energy Efficiency” through a tender to develop this plan for 17.09 million UAH with the aim of optimizing the city’s centralized heat supply system by 2030, and the services under that contract were provided by the end of 2020. In 2024, the company won its first contract to revise the plan for 10.50 million UAH in order to shift the city’s heat supply development priorities—from economic and environmental efficiency to energy security—in response to Russia’s military aggression against Ukraine, and the services were provided by the end of 2025.

The Kyiv City Council will consider amendments to the capital’s budget that provide for the return of 1.25 billion hryvnias to the city budget to implement measures to prepare the city for winter. 

As a reminder, Kyiv Mayor Vitali Klitschko initiated an extraordinary plenary session of the Kyiv City Council. Council members are to consider urgent decisions to accelerate the implementation of measures under the capital’s resilience plan.
