The Specialized Anti-Corruption Prosecutor's Office explained why Artem Shil's case involving Ukrzaliznytsia has not yet been referred to court
The Specialized Anti-Corruption Prosecutor’s Office (SAPO) has officially confirmed that the case files concerning Artem Shilo, a former adviser to the Office of the President, have been separated into a separate proceeding. Those involved in corruption schemes related to Ukrzaliznytsia’s procurement have already appeared in court, while Artem Shilo, a key figure in the investigations, remains in the stage of reviewing the case materials.
In response to a request from UA.NEWS, the agency reported that back in February 2025, the prosecutor decided to separate the episode involving the misappropriation of funds from a strategic enterprise and the subsequent legalization of assets into a separate case under number 52025000000000084.
The main indictment in the first proceeding (No. 52022000000000169) was sent to the High Anti-Corruption Court on March 9, 2026. Currently, the first deputy director of the “Production Support Center” branch of JSC “Ukrzaliznytsia,” the deputy director for economic and information security, and two other members of the organized group are on trial. It is important to note that, according to the High Anti-Corruption Court, neither Artem Shilo nor his ex-wife Iryna Popova are parties to this specific case, which is already being heard by a panel of judges presided over by T.V. Lytvynko.
Artem Shilo himself currently retains the status of a suspect in the separate proceedings, and the process of transferring his case to court is currently held up at the stage of the defense’s review of the case materials. In a ruling dated January 22, 2026, the High Anti-Corruption Court limited this process, setting a deadline for review by August 7, 2026. This means that the indictment against the former SBU official is unlikely to reach the court before the end of summer. In addition, the SAPO officially noted that Irina Popova (Shilo) has not yet been notified of any charges in connection with these proceedings.
Prosecutor Vadym Kedruk is overseeing the proceedings and supporting the state prosecution in both cases. As a reminder, People’s Deputy and Deputy Chairman of the Verkhovna Rada’s Finance and Tax Committee Yaroslav Zheleznyak released an investigation in which he claims that Artem Shilo coordinated the preparation of the analytical “Mindich files” at the Bureau of Economic Security (BES).
In April 2024, NABU and the SAPO charged him with embezzlement in a case involving procurement for Ukrzaliznytsia; the case also involves several former SBU employees and entrepreneurs involved in public procurement.
