Kyiv has already begun preparations for next winter
On March 24, 2026, Petro Panteleev, Acting First Deputy Head of the Kyiv City State Administration, announced the launch of a comprehensive energy resilience plan for the capital. More than 10 billion hryvnias have been allocated for this purpose.
According to him, the funds will be directed toward the physical protection of energy facilities, the development of cogeneration, and preparing residential buildings for winter. Panteleev emphasized that the developed model for energy decentralization includes both short-term and medium-term projects, designed to last two to three years or longer.
City authorities are counting on active financial and organizational support from the state to implement the planned nationwide measures. Vitali Klitschko’s deputy noted that joint efforts will significantly increase the city’s collective resilience to challenges posed by Russian aggression. A full list of works is already underway, with the primary focus on strengthening the energy infrastructure, which remains under constant threat of shelling from Russia.
