Nina Yuzhanina complained about the work of tow trucks in Kyiv

Member of Parliament Nina Yuzhanina stated that her car was nearly towed after a brief stop near a pharmacy in Kyiv. According to her, the car was parked for only a few minutes, but during that time, an inspector had already issued a citation, and a tow truck was waiting nearby. Following this incident, the lawmaker called for a review of the rules governing tow truck services.

 

Nina Yuzhanina, a Member of Parliament from the European Solidarity party, described an incident that occurred to her in Kyiv. According to her, her car was nearly towed after a brief stop near a pharmacy. The lawmaker reported the incident on her Facebook page. She explained that she was rushing to a faction meeting in the Verkhovna Rada that day and needed to buy medicine urgently on the way. “There were only a few minutes left before the faction meeting began, and I needed to buy medicine urgently,” Yuzhanina wrote.

According to the lawmaker, she was driving the car herself, without a driver or official transportation. She stopped near the pharmacy, turned on her hazard lights, and went inside for just a few minutes. “I stopped near the pharmacy, turned on my hazard lights, and returned in literally two minutes. During that time, an inspector had already taken photos of my car, and a tow truck was standing nearby, ready to take it away,” she said.

As explained to the lawmaker, the reason for the citation was that the car had partially encroached on a bike lane. Yuzhanina noted that she does not dispute the need for all drivers to follow traffic rules. At the same time, she believes that in such cases, the situation should be assessed rather than immediately preparing the car for towing. “To be honest, I was shocked. I understand that traffic rules must be followed by everyone, without exception. But is this really how the system is supposed to work?” she wrote.

The lawmaker also emphasized that if a violation did indeed occur, it should be properly documented and reviewed. However, she questioned whether towing is always a justified solution. “If it’s a violation, it must be properly documented and reviewed. But is towing really necessary in such a situation?” the lawmaker noted.

According to Yuzhanina, she has already reached out to city authorities regarding the work of parking inspectors and towing services. In her view, more and more people have recently been asking questions about how this system actually works. In her post, the lawmaker also proposed discussing possible changes to the legislation. She believes that the rules governing the work of tow truck operators must be clearly defined, and the system itself must be as transparent as possible. “Please don’t judge my emotional response, but rather suggest a solution. Can rules governing these services be established at the legislative level? Is there any way to prevent towing companies from reaping excessive profits instead of fines that go to the budget? Perhaps local budgets receive only a small share of the fines, which is why they use this model?” wrote Nina Yuzhanina.

So far, no official response to the MP’s statement has been released by the Kyiv city authorities or the parking inspection agency. Nina Yuzhanina described the incident on her Facebook page.
