Within 20 hours, a petition calling for a ban on fare increases on Kyiv's public transportation had gathered signatures

As of May 19, a petition calling for no increase in public transportation fares in Kyiv had gathered the required number of signatures for consideration by city authorities in less than 24 hours. The initiative emerged amid discussions about a possible fare hike in the capital and sparked a strong reaction among city residents.

 

The petition states:

We ask the Kyiv City Council:

  • To appeal to the Kyiv City State Administration (KCSA) to halt the increase in public transportation fares in Kyiv until the end of martial law.
  • Prevent the introduction of a fare of 30 UAH for a single trip, a transfer ticket for 60 UAH, and a monthly unlimited pass for 4,875 UAH during the period of martial law.
  • Require the Kyiv City State Administration to publish full economic calculations for the proposed fare, including the cost of transportation, the cost structure of public transit companies, revenue projections, and the impact of the increase on Kyiv residents.
  • Conduct an open audit of the Kyivpastrans municipal enterprise, the Kyiv Metro municipal enterprise, and other municipal transport operators before making any decisions regarding fare changes.
  • Develop an alternative model for financing public transport without a sharp increase in fares for passengers, taking into account the capabilities of the Kyiv city budget.
  • Provide separate social protection for residents earning the minimum wage, students, pensioners, IDPs, people with disabilities, and other vulnerable groups.

We believe that raising public transportation fares in Kyiv before the end of martial law is premature, socially unjust, and insufficiently justified.

Earlier, a petition against raising public transportation fares was registered in Kyiv.

As a reminder, Kyiv plans to raise public transit fares to 30 hryvnias per trip. The new fares may be introduced on July 15, 2026, following the completion of regulatory procedures and consultations with the public and labor unions.

In Lviv, public transit fares were raised on May 16, and now prices depend on the payment method and can reach 30 hryvnias per trip. Authorities attribute the fare increase to rising costs of fuel and vehicle maintenance.
