Efforts are underway to save a 170-year-old factory in Cherkasy through the courts

The historic Cherkasy Sugar Factory, built in 1854, may be officially placed under state protection. Efforts are underway to resolve the issue of protecting the building through the courts following years of inaction by officials.

According to the case file, for more than 15 years, no preservation agreement has been signed, and the procedure for adding the site to the State Register of Monuments has not been completed. It is precisely for this reason that the historic structure still lacks full legal protection.

The court proceedings will determine whether one of Cherkasy’s oldest industrial buildings will receive official protected status.

The prosecutor’s office initiated legal proceedings to protect the cultural heritage site—the Cherkasy Sugar (Refining) Plant, built in 1854.

Prosecutors filed a lawsuit against the regionally authorized body responsible for cultural heritage protection.

During an inspection, it was established that as early as November 2010, by order of the relevant department of the Cherkasy Regional State Administration, the sugar refinery was included in the list of newly identified cultural heritage sites. However, for more than 15 years, the relevant agency has failed to take steps to complete the necessary registration documentation.

Due to the inaction of officials, a protection agreement has not yet been concluded, and the building has not been entered into the State Register of Immovable Monuments of Ukraine as a monument of local significance.

Court Proceedings Despite the Failure of the Petition

The issue of preserving the 170-year-old building arose after an online petition to grant the factory the status of a historic site—posted on February 28, 2026, on the Cherkasy City Council website— did not receive the required number of votes and was not considered by local authorities. Nevertheless, the prosecutor’s office took the initiative.

In the lawsuit, the prosecutor demands that the inaction of the heritage protection agency be declared unlawful and that the agency be required to prepare the necessary documents, conclude a protection agreement, and submit the site for inclusion in the State Register.

The Cherkasy District Administrative Court has already opened proceedings in this case.
