Budanov called on allies to establish legal security guarantees
Kirill Budanov, Head of the Main Intelligence Directorate of the Ministry of Defense, stated that it is necessary to develop a system of concrete security guarantees with clear legal force to protect Ukraine. He emphasized that formal promises are insufficient to effectively deter future aggression by the Russian Federation.
Budanov made these remarks during a speech at the Sedona Forum.
According to the intelligence chief, any future attack on Ukraine should automatically be considered an attack on allies. Only concrete and legally binding support mechanisms can ensure stable peace and security throughout the region. Budanov stressed that instead of declarations, partners must adopt decisions that will actually work in a critical moment.
The head of the Main Intelligence Directorate identified maintaining unity among Ukraine, the U.S., and European countries as a key element of the strategy for victory. Joint action by allies remains a crucial factor for ending the war and building a reliable security architecture. Currently, Ukraine expects the international community to move toward the practical implementation of mechanisms that will guarantee long-term stability.
