Due to Russian aggression, more than 8.4 million Ukrainians are currently outside Ukraine. This was reported on August 4 by Dmytro Lubinets, the Verkhovna Rada Commissioner for Human Rights.
According to the ombudsman, a significant portion of the citizens who left the country are currently living abroad.
“More than 8.4 million of our citizens are currently outside Ukraine,” Lubinets noted.
He clarified that this figure covers the entire period of Russian aggression against Ukraine, which has been ongoing since 2014.
At the same time, according to the Office of the UN High Commissioner for Refugees, more than 5.7 million Ukrainians have left the country since the start of Russia’s full-scale invasion in 2022.
According to the latest Eurostat data, 4.38 million Ukrainian citizens are under temporary protection in European Union countries. Most of them are women and children.
Germany, Poland, and the Czech Republic have taken in the largest number of Ukrainian refugees. In total, about 2.65 million Ukrainians live in these three countries.

As a reminder, some Ukrainians in Poland under temporary protection must update their passport information by August 31, 2026. If they fail to comply with this requirement, they may lose their PESEL UKR status and, along with it, their right to temporary protection.
The Czech Republic is ceasing to provide protection to Ukrainian men who have evaded military service.
The EU has clarified whether the ban on temporary protection will affect men who have already left Ukraine.
