Where is the easiest place to buy a home through eOselia?

In Ukraine, nearly 27% of housing listings meet the criteria of the “eVidnovuvannya” program, and another 8.8% meet those of the “eOselya” program. At the same time, supply and demand vary significantly across different regions.

The largest number of homes available under the “eOselya” program are offered in the Kyiv region (16.9%), Volyn region (16.1%), Sumy region (11%), and Rivne region (9.9%). The fewest such listings are in Zaporizhzhia (1%), Mykolaiv (2%), and Odesa (3.9%) regions.

Under the “eVidnovuvannya” program, the largest number of eligible housing units is concentrated in the Sumy (56.2%), Cherkasy (52.4%), Lviv (43.9%), and Dnipropetrovsk (41.2%) regions.

The highest demand for housing under the “eHome” program was recorded in Kyiv Oblast (6.4% of all search queries), followed by Kyiv (5.2%), Khmelnytskyi and Ivano-Frankivsk regions (4.7% each), and Lviv region (4.6%).

Analysts also note a significant shortage of such housing. The greatest imbalance between supply and demand is observed in Zaporizhzhia Oblast, where there are 14 potential buyers per listing.

The most expensive apartments that meet the criteria of government programs are sold in Kyiv—the average price of a one-bedroom apartment is $94,900, which is 13% higher than the market average. At the same time, in the Lviv region, similar housing costs about $73,000, which is 9% cheaper than the market average.

In Chernivtsi, the first social housing facility in western Ukraine for displaced persons from Mariupol was opened, capable of accommodating up to 140 people. 

The Verkhovna Rada of Ukraine adopted, in its second reading and as a whole, European integration bill No. 15111-d, which significantly reduces the tax burden on individuals who officially rent out real estate. The bill provides for a reduction in the personal income tax rate for landlords from 18% to 5%.
