The case involving the deaths of people during military ceremonies has been referred to court
An indictment has been filed against the commander of the unmanned aerial vehicle battalion in connection with the deaths of military personnel and civilians during a missile strike on November 1, 2025.
According to the investigation, 19 people (12 military personnel and 7 civilians) were killed as a result of the Russian missile strike, and another 36 military personnel were wounded.
The tragedy occurred during military ceremonies marking the anniversary of the battalion’s formation and the awarding of personnel.
The investigation established that the commander organized the event in violation of existing orders from military command, which prohibited formations and mass gatherings of personnel outside of shelters.
Furthermore, according to the investigation, after an air raid alert and missile threat were announced, the event was not halted, and the soldiers were not dispersed.
It is separately noted that the day before, information about the location, time, and geolocation of the event was circulated in official chat rooms, which, according to the investigation, could have been used by the enemy to pinpoint the target of a strike.
The commander is accused of negligence in the performance of military duty under martial law, which resulted in serious consequences (Part 4 of Article 425 of the Criminal Code of Ukraine).
The prosecutor’s office emphasizes that even in wartime, decisions by officials that result in loss of life are subject to legal review.

Earlier, Russian troops carried out a second strike on Kharkiv, killing five State Emergency Service employees. The rescuers came under fire while clearing up the aftermath of the previous attack and extinguishing a fire that broke out after the Russian strike.
As a reminder, Russia attacked the Kyiv-Pechersk Lavra, causing a fire.
Prior to that, Russian cruise missiles struck the Zaporizhzhia region, leaving several people wounded.
