Former Kyiv Prosecutor Serhiy Yuldashev has become an advisor to the head of ARMA
Serhiy Yuldashev, a former Kyiv prosecutor and former employee of the Economic Security Bureau, has been appointed advisor to the head of Ukraine’s National Agency for the Identification, Tracing, and Management of Assets (ARMA).
According to an order dated August 6, ARMA Acting Head Yaroslav Maksymenko appointed Serhiy Yuldashev as her advisor.
The position is a paid one. In addition to his base salary, Yuldashev will receive a 40% bonus for length of service in government agencies.
As of early August 2026, Yuldashev had 26 years of service in the civil service.
On August 11, Serhiy Yuldashev participated in an official ARMA event dedicated to cooperation with the business community and the development of professional management of seized assets.
At the event, the former prosecutor was seated next to Bogdan Koval, Viktor Medvedchuk’s former attorney who currently works at ARMA, and the Agency’s Deputy Chair, Svitlana Samsonova.
Before joining ARMA, Yuldashev worked at the Economic Security Bureau (ESB), where he held various positions—from chief specialist to head of the ESB’s regional office in Volyn Oblast.
Previously, he headed the capital’s prosecutor’s office. In June 2014, following the Revolution of Dignity, Yuldashev was appointed prosecutor of Kyiv.
However, as early as March 2015, he was dismissed in accordance with the law on government vetting.
The reason was that during Viktor Yanukovych’s presidency, Yuldashev had served as deputy prosecutor of the Luhansk Oblast, which made him subject to the lustration law.
Thus, Serhiy Yuldashev returned to a senior advisory position in the public sector, this time at the Agency for the Search and Management of Assets (ARMA).
On August 22, ARMA announced that the competition to select a manager for the corporate rights of IDS Ukraine—a group that includes the producers of “Morshynska,” “Mirgorodska,” and “Alaska”—had reached its final stage.
Previously, ARMA had canceled the competition for the management of the “Morshynska” and “Myrhorodska” brands.
Prior to this, it was reported that the Agency for the Recovery and Management of Assets (ARMA) would investigate the winners of the auction for the sale of 460 hectares of land on the Borzhava Plateau in Zakarpattia Oblast, who turned out to be individuals associated with Serhiy Lyovochkin — a People’s Deputy from the Opposition Platform — For Life party and former head of the Presidential Administration under Viktor Yanukovych.
The Agency for Asset Tracing and Management refused to sign the auction protocols in the “Prozorro.Sales” system regarding the sale of 460 hectares of land in the Borzhava mountain pasture.
