Former Deputy Minister Charged in Procurement Case — NABU

The National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) have notified the former Deputy Minister of Community, Territorial, and Infrastructure Development of Ukraine that he is suspected of inciting an official at a state-owned enterprise to abuse his official position. The official at the state-owned enterprise has also been notified of the charges.

According to NABU, in the summer of 2022, the government allocated funds to purchase equipment to provide the population with alternative sources of light, heat, and water supply amid the destruction of critical infrastructure.

According to the investigation, acting in the interests of a specific supplier, the high-ranking official persuaded the deputy director of the state-owned enterprise to enter into a contract for the supply of equipment at a price 30% above market value. In return, he allegedly promised the official appointment to the position of director of the enterprise.

The actions of the former deputy minister are classified under Part 4 of Article 27 and Part 2 of Article 364 of the Criminal Code of Ukraine, while the actions of the state-owned enterprise official are classified under Part 2 of Article 364 of the Criminal Code of Ukraine.

The pre-trial investigation is ongoing.

NABU and the SAPO have completed their investigation into the case involving an offer of a bribe to members of parliament by Yulia Tymoshenko, leader of the BYuT, and have made the case materials available to the defense prior to trial. The parliamentarian herself did not appear for the review.

As a reminder, the court lifted the seizure of some of Yulia Tymoshenko’s and her husband’s property.
