The Eastern Europe Foundation secured Fedorov after many years of collaboration with his ministries on projects worth hundreds of millions
The ministries headed by Mykhailo Fedorov collaborated for years with the “Eastern Europe” Foundation on at least eight donor programs with a total value of $330 million. After his dismissal, Fedorov found employment at this foundation and received an exemption from mobilization.
The “Eastern Europe” Foundation, where Mykhailo Fedorov found employment and received an exemption from mobilization after his resignation, has regularly collaborated with government agencies under his leadership since 2019. The total budget of the donor programs—which were funded by foreign donors and involved both the former defense minister and this foundation—exceeds $330 million.
In particular, the United States and the United Kingdom allocated $150 million in 2023 for the Digital Transformation Activity program, aimed at developing government online services. The Ministry of Digital Transformation, headed by Mykhailo Fedorov, was designated as a program partner at the time, and the “Eastern Europe” Foundation was ultimately brought on board as the implementing partner.
Another costly program was the EGAP program. Under this program, Switzerland allocated 88.3 million Swiss francs for the development of e-governance in Ukraine. At that time, Fedorov continued to head the Ministry of Digital Transformation, which served as the program’s government partner, while the “Eastern Europe” Foundation once again acted as its implementing partner.
The foundation also participated in the TAPAS program for the development of open data, for which the United States and the United Kingdom allocated at least $24.4 million. The program was implemented jointly with the Ministry of Digital Transformation, headed by Fedorov, and the Eastern Europe Foundation was once again designated as the implementing partner.
In 2025, the UK DIGIT program was launched, with its budget subsequently increased to 14 million pounds sterling. The program focused on developing “Diia” and other government digital systems. During this period, Fedorov remained Deputy Prime Minister and head of the Ministry of Digital Transformation, while the “Eastern Europe” Foundation served as a co-implementer.
In total, “Ukrainian News” identified at least eight programs in which the “Eastern Europe” Foundation and state agencies led by Fedorov participated simultaneously. Their combined budget exceeds $330 million in dollar terms.
The foundation also directly received a $2 million grant from Google.org to implement the “Diya.Education” project in collaboration with the Ministry of Digital Transformation, headed by Fedorov.
In addition, Mykhailo Fedorov’s current employer had previously been involved by him in the creation of an electronic registration system through “Diya” and received a status that allowed it to register employees. After leaving his government post, Fedorov was hired by the foundation and received an exemption from mobilization.
