Starting July 1, new customs rules will take effect for packages sent to the EU

Starting July 1, 2026, new customs regulations for international mail will take effect in European Union countries. The changes will apply to all commercial packages regardless of their value, as well as to gifts if their declared value exceeds 45 euros.

One of the main changes will be a mandatory fee of 3 euros for each individual product category listed on the customs declaration. If a single package contains items from different categories, the fee will be charged separately for each category. In addition, VAT (if not paid through the IOSS system) and additional customs duties set by the destination country may be charged.

Ukrposhta reported that it has already adapted its services to the new EU requirements. Thanks to integration with the International Post Corporation system, information about shipments will be sent to customs authorities even before the package arrives, which should speed up the clearance process.

Nova Poshta emphasized that senders must take special care when filling out customs declarations and correctly identify the HS codes for their goods. The company also noted that the new rules will remain in effect until July 1, 2028—until the full launch of the European EU Customs Data Hub system.
