The Cabinet of Ministers has updated the rules for payments to those affected by the war

The Cabinet of Ministers of Ukraine has adopted a decision to modernize the system of social and insurance benefits for war veterans, civil servants, and employees of critical infrastructure facilities who have suffered as a result of Russian aggression. 

In a separate decision, the government approved the amounts of one-time financial assistance to be paid through the Pension Fund of Ukraine: up to 1 million hryvnias in the event of a person’s death and up to 800,000 hryvnias in the event of disability. 

For veterans and combatants, the government approved a draft law that extends the period for calculating insurance coverage for sick leave benefits from 12 to 24 months, which will allow servicemembers to receive full temporary disability benefits withouton their civilian work history immediately upon returning from service. The mechanism for compensating workplace injuries has also been simplified—from now on, the employer will pay for the first 17 days of sick leave immediately upon presentation of a medical certificate, without waiting for the official investigation into the accident to be completed. 

Regarding payments to injured civilian workers in critical sectors, the new procedure provides for differentiated payments depending on the established disability category, introduces a mechanism for additional payments in the event of a deterioration in health, and significantly expands the circle of beneficiaries. As Minister Denys Ulyutin emphasized, these changes are intended to take into account people’s actual needs and the circumstances of their recovery, and the right to receive financial support will remain in effect for the duration of martial law and for three additional years after its conclusion.

Earlier, Ukraine launched a new component of the “eRecovery” program for internally displaced persons from temporarily occupied territories, and more than 300 housing vouchers have already been funded. Authorities state that this is just the beginning of a mechanism designed to help thousands of families obtain housing or compensation.

As a reminder, no general pension recalculation is planned in Ukraine for June 2026. At the same time, certain categories of pensioners will receive increased payments and additional allowances.
