Head of the Transcarpathian Territorial Coordination Center Suspended from Duty — Ombudsman
The head of the Transcarpathian Territorial Center for Recruitment and Social Support has been suspended from his duties. At the same time, an audit of the operations of the regional recruitment and social support centers will be conducted in Transcarpathia.
This was announced by Dmytro Lubinets, the Verkhovna Rada Commissioner for Human Rights. According to him, the audit is intended to establish the circumstances and identify any possible violations in the operations of the region’s territorial recruitment centers.
"I had my first—but very constructive and productive—meeting with the team of the new Commander-in-Chief, Mykhailo Drapaty. This morning, a separate order was issued suspending the regional head of the TCC-SP in Transcarpathia. A large team has been dispatched to review all activities of the Territorial Recruitment Center system in Zakarpattia. I am convinced that this monitoring team will uncover a very large number of violations, including probable criminal offenses and crimes,” Lubinets said.
He noted that it is precisely in Zakarpattia where problematic issues are constantly being identified.
In particular, he noted, attempts have been uncovered to revoke deferrals from people who were legally entitled to them.
"According to our data, it has been established that between mid-2025 and mid-2026, 130 citizens had their properly issued documents effectively confiscated, and their right to deferment revoked. Moreover, when my representative arrived there, there were 11 Ukrainian citizens with valid documents—that is, the ‘Reserve+’ system showed that they had active deferrals. When asked what these people were doing there, the response was: “We’re verifying their deferrals.” Representatives of the State Border Guard Service were summoned immediately. The 11 people were released without delay. It was later determined that they had likely all been asked to pay bribes to the staff,” Lubinets said.

The TCC explained when the emergency response teams are on duty.
In the Odesa region, the number of suspects in the case of violence at the TCC has risen to 13.
As a reminder, the National Police has intensified its investigation into possible abuses in the work of the TCC, specifically regarding the processing of reservations and the decision-making of military medical commissions.
Earlier, Lubinets reported that there were hundreds of “hostages” at the Berehove Military Medical Commission.
Following this, the Verkhovna Rada Commissioner for Human Rights, Dmytro Lubinets, reported planned disinformation campaigns against the Ombudsman’s Office and himself personally after violations were uncovered during inspections of the TCC and the Special Purpose Unit in Zakarpattia Oblast. According to him, instead of addressing the violations, “activists” began a coordinated effort to discredit the results of the monitoring visits.
