Kim Outlined Five Priorities for Veterans' Policy
On August 22, Minister of Veterans Affairs Vitaliy Kim presented the ministry’s five priorities for 2026–2027. These include state support, honor and remembrance, the transition from military service to civilian life, health and recovery, as well as economic independence and new opportunities.
“My principle is this: the state should be organized around the veteran, rather than the veteran having to expend energy to rally the state around them and receive the necessary support,” Kim stated.

According to him, five priorities have been identified for veteran policy:
- state support;
- honor and remembrance;
- transition from military service to civilian life;
- health and recovery;
- economic independence and new opportunities.

“For each of these areas, we will implement key projects—with clear requirements for their implementation and performance metrics. At the same time, we are already conducting an audit of the Ministry’s work: projects, processes, and the effective use of funds. We will strengthen what produces results. What exists merely for the sake of the process—we will change or discontinue,” the minister said.

Kim added that in a year’s time, he would not report on the number of events held or programs launched, but would answer the following questions:
- whether the foundation has been laid and the process of establishing the State Support Service has been launched;
- how many unnecessary certificates and procedures have been eliminated for veterans;
- how many more people have received quality rehabilitation and support along with their families;
- how have the indicators for employment, the development of veteran-owned businesses, education, and retraining changed;
- Have commitments regarding housing been fulfilled?
- how much international support has been secured.

“This is how I see real results, not just for show. The generation that defended Ukraine deserves a government that works for them every day. I want this very generation to be the one that changes Ukraine for the better,” Vitaliy Kim concluded.
Earlier, Kim proposed introducing a Military Card for service members and veterans.
