Kornienko: Parliament has postponed the bill on VAT for sole proprietors

The Verkhovna Rada has postponed consideration of the bill to introduce VAT for sole proprietors in order to work with the IMF on a more balanced approach that will not harm small businesses during the war.

First Deputy Speaker of Parliament Oleksandr Kornienko stated that the Rada is not ready to adopt decisions that, despite the demands of international partners, could significantly harm entrepreneurs.

“As the situation with the introduction of VAT for sole proprietors has shown, the Verkhovna Rada is not ready to adopt certain decisions during the war that are demanded by international partners but could significantly impact small businesses. Therefore, the government and parliament should formulate their negotiating positions in such a way as to assume only those obligations that can realistically be fulfilled,” he noted.

According to Kornienko, the bill was postponed by mutual agreement with the IMF to seek a less burdensome model for entrepreneurs. At the same time, parliament expects intensive work this summer, during which discussions on tax changes will continue.

Separately, he highlighted the fight against fraud. In particular, he praised the work of the Economic Security Bureau, which uncovered schemes involving networks of sole proprietors operating under a single brand. Similar inspections may extend to other sectors, including the import of equipment and electronics.

Discussions on rules for international mail shipments are also ongoing. The government and parliament are seeking a model that will protect socially vulnerable groups, as a significant portion of parcels are low-value and used for personal needs or to support the front lines.

Meanwhile, a draft law on the taxation of digital platforms is being prepared for its second reading. According to Kornienko, this bill has a high chance of being adopted.

Earlier, the Verkhovna Rada of Ukraine adopted in the second reading and as a whole a law on the integration of the electricity markets of Ukraine and Europe. This refers to draft law No. 12087-d, which provides for the integration of the Ukrainian energy market with the European one.
