Lubinec explained the embrace with the Russian ombudswoman captured on video
Dmytro Lubinets, the Verkhovna Rada Commissioner for Human Rights, commented online on a video recording of a meeting between the Ukrainian delegation and Russian Ombudswoman Yana Lantratova, which shows the two delegations embracing.
The incident, which caused a significant public outcry in Ukraine, took place in Belarus during official negotiations.
The official assured that the individuals in the video are not employees of his office, and that the meeting itself was of a specific, closed nature.
The talks took place on June 5, the day of the latest prisoner exchange between Ukraine and Russia, and lasted over three hours.
This was Dmytro Lubinets’ first official meeting with the newly appointed Russian Human Rights Commissioner, Yana Lantratova.
The main goal of this lengthy dialogue was to preserve and further expand humanitarian efforts regarding the return of citizens from both sides.
Commenting on footage of greetings and hugs between some participants during the event on Radio Liberty, Dmytro Lubinets clearly delineated his area of responsibility.
He emphasized that representatives of various government agencies and structures participate in the negotiation process on neutral territory. Security agencies play their own role in such processes, which requires appropriate coordination of actions.
“I have no connection to the institutions these individuals represented. These were not people from the Office of the Ombudsman of Ukraine. These were special services,” the ombudsman stated.
He also added that the meeting took place with the direct participation of representatives of the special services of three countries.
To achieve a positive outcome regarding the release of citizens, the negotiating team is forced to use various diplomatic approaches and methods to influence the opposing side.
